afrol News, 17 January - The National Good Governance and Capacity Building Programme (PNBGRC) in Côte d'Ivoire gains further support. Established by the government to meet the challenges of good governance, the agency is becoming a showcase.

The PNBGRC was prepared by the Ivorian government "to meet the challenges of good governance and restore the confidence of citizens, economic operators and development partners." The agency rests on years of experience by its predecessors and local skills.

In Côte d’Ivoire, the National Capacity Building Secretariat (SNRC) was set up in the 1990s, which has been hailed for its work internationally. Ivorian experiences have prove that much can be achieved, using local skills, according to observers. Several centers of excellence have been established out of this process in the public sector, helping the Ivorian government become able to better organise itself. 

These include an engineering and consulting bureau for the government, a privatisation committee and the Centre for Investment Promotion (CEPICI).

Yesterday, the PNBGRC achieved the confidence of the African Development Fund (ADF), which agreed to finance a new PNBGRC project. ADF approved a grant of approximately Frnac CFA 3.5 billion to finance a PNBGRC programme seeking to promote the democratic culture in Côte d'Ivoire, enhance the development management capacity, strengthen confidence between the rulers and the ruled and involve citizens in the decision-making process.

According to ADF, the objective of this project is to improve the running of the legal system and strengthen institutions involved in the decentralization process, the management of public resources and the PNBGRC coordinating structure. "It will contribute to strengthening the rule of law, sound public resources management and poverty reduction, even as it limits social exclusion," according to an ADF statement.

The project has four components including support to the legal system, decentralisation, sound public resources management and support to the National Capacity Building Secretariat (SNRC). 

Several high level managers are to be trained in economic and financial management so as to sustainably contribute to strengthening the capacity of structures involved in public resources management. The project is supposed to have a positive impact on all ongoing or future ADB and other donor programmes in Côte d'Ivoire. 

- Moreover, the enhancements in the running of the justice will reassure economic operators and encourage more investments, ADF says. Finally, the education and sensitisation activities to be conducted by the project for the benefit of the underprivileged, especially women, will contribute to improving the relationship between the legal system and the common man.
